Binance reports 95% asset replenishment and prepares phased withdrawal reopening on November 1
The November 1 official update schedules a first phase between 6 a.m. and 9 a.m. UTC, or 7 a.m. to 10 a.m. in Paris. That announced window does not yet establish actual availability for every asset-network pair.

Reported asset coverage reaches 95%
Binance says it has increased replacement of assets affected by its security incident to approximately 95%, compared with 90% in its previous update. The improvement appears in a statement published on November 1. It adds another development to the reimbursement process, but does not mean every operation on the platform has returned to normal. The figure refers to assets replaced, according to Binance, rather than an equivalent amount recovered from the people responsible for the theft.
The company says ten tokens remain fully backed, including bitcoin, ether and several stablecoins. It says it is continuing purchases for the other affected assets. The remaining 5% consists of less-liquid tokens that take longer to acquire at the necessary scale. An overall coverage figure therefore does not establish that every cryptocurrency is in exactly the same position. These percentages remain company statements; their improvement is not an independent verification of every account balance.
A reserve snapshot precedes the complete proof
Binance also distinguishes two stages in presenting its reserves. A new snapshot was taken at midnight UTC on October 31 and published online. However, the complete cryptographic proof allowing affected users to verify minimum one-to-one backing is expected on November 3 UTC. The platform attributes the delay to the computing work required. An available snapshot and an individual verification that users can actually carry out therefore represent separate stages, rather than a single completed step.
That timeline limits what readers can infer from the word transparency. Publishing a reserve statement provides information for a particular point in time; it does not remove the need to check the promised verification mechanism when available. Nor does it turn an estimated timetable into a deadline already met. When this copy was checked, no further announcement confirming early availability of the complete proof had been retained. Coverage must therefore preserve that qualification.
An initial phase planned for 7 a.m. to 10 a.m. in Paris
The new update prepares a first withdrawal phase between 6 a.m. and 9 a.m. UTC on November 1, equivalent to 7 a.m. to 10 a.m. in Paris. It lists fifteen networks, including Bitcoin, Ethereum, BSC, Solana and XRP, with specific assets for each. A cryptocurrency supported on several networks will therefore not necessarily be withdrawable everywhere at the same time. Binance asks users to check availability for their selected asset-network pair and warns that temporary processing delays may accompany the phased reopening.
The announcement thus provides an operational timetable without proving that the planned window has already started or that everyone can withdraw. Deposits remain open, according to Binance. Stated balance coverage, the complete cryptographic proof and a functioning withdrawal remain separate milestones. This copy updates the October 31 report with November 1 developments without counting them as two subjects. Availability needs another check before publication, particularly once the announced window has begun.
