FOMC holds rates despite dissent within the committee
The Federal Open Market Committee voted 10–2 to keep rates at 3.75%–4%, while two members called for another increase.

A hold following September’s increase
The Federal Reserve decided on October 28, 2026, to maintain the federal funds target range at 3.75%–4%. The Federal Open Market Committee’s statement following the meeting reported 10 votes in favor and 2 against. The announced range therefore remains at the level in place before this decision. The central bank links its stance to its dual mandate and confirms its policy of maintaining ample reserves in the banking system.
The previous statement, dated September 16, 2026, announced a 25-basis-point increase to this same range, approved by a 12–0 vote. In October, Lisa D. Cook and Beth M. Hammack opposed the hold because they preferred another 25-basis-point increase. Their disagreement therefore concerned additional tightening. Those dissenting votes do not alter the majority’s decision, but clarify the direction of the debate within the committee.
Elevated inflation and unchanged monetary tools
The FOMC describes strongly expanding economic activity, resilient domestic spending, strong productivity, and robust capital investment. It also says job gains have kept pace with the workforce and the unemployment rate has changed little. Inflation remains elevated. The committee wants additional information to determine a policy stance that will return inflation to its 2% objective. The statement gives no date for a future rate cut.
The implementation note specifies the operating tools. Interest on reserve balances remains at 3.90%, effective October 29, 2026; this Board of Governors decision was unanimous. Standing overnight repurchase operations remain at 4%, and overnight reverse repurchase operations at 3.75%, with a daily limit of $160 billion per counterparty. That limit is an operational ceiling, rather than an announcement of a new injection of that amount.
An indirect reading for crypto markets
The directive allows Treasury bill holdings and, if needed, holdings of other Treasury securities with remaining maturities of 3 years or less to increase when appropriate to maintain ample reserves. It provides for rolling over at auction all principal payments on Treasury holdings and reinvesting principal payments from agency securities into Treasury bills. The primary credit rate also remains at 4%. These provisions describe the Fed’s monetary operations and securities portfolio.
For crypto markets, the interpretation remains indirect: interest rates and reserve management form part of the funding environment in which investors operate. The announced hold provides neither a guaranteed path for bitcoin nor a measurement of its immediate reaction. The documents reviewed establish the decision, disagreements, and implementation arrangements. They do not establish that a market move was caused by this announcement alone; such an observation would require timestamped prices and a separate assessment of other factors.
