Galaxy applies for a federal bank charter for digital-asset services

Galaxy National Bank would be a national trust bank supervised by the OCC. The application announced October 29 covers custody, trading, and staking among other services but remains subject to approval.

An application, not an already authorized bank

Galaxy Digital announced on October 29, 2026, that subsidiary Galaxy Digital LP had applied to the Office of the Comptroller of the Currency to establish Galaxy National Bank. The proposal concerns a national trust bank headquartered in New York. The company presents it as a way to bring several digital-asset services under federal supervision. Filing does not mean the OCC has approved it or the bank can already begin every described activity.

If approved, the institution is intended to offer digital-asset custody, trading, and staking, along with fiduciary investment advisory services. A specialized trust bank should not be equated from its name alone with a retail bank offering every conventional deposit and loan service. Actual scope will depend on the granted charter, regulatory conditions, and resources put in place to conduct each activity within authorized limits.

Galaxy wants services under a federal framework

The group says it already holds more than fifty licenses across the United States, Europe, and Asia. It identifies SEC-registered broker-dealer subsidiaries that are FINRA members, a CFTC-registered swap-dealer subsidiary, and a UK entity authorized by the FCA. This list describes several statuses and activities. It is not one worldwide license allowing every subsidiary to offer identical services to every customer regardless of residence.

Galaxy also mentions recent BitLicense and money-transmission licensing for a New York subsidiary to provide institutional trading and custody locally. The federal application is a separate step. The company seeks to serve customers nationally under a common framework, but earlier authorizations do not make OCC examination automatic. Coexisting statuses explain why an already regulated group may seek a new charter for a different organization of its activities.

Review also concerns operating resources

The release highlights uncertainties surrounding approval, timing, and conditions. Galaxy will need to meet applicable expectations on capital, liquidity, governance, risk management, and compliance. Custody and staking involve specific operational issues, including asset protection and access controls. A charter can define supervision; it does not eliminate technology risks or changes in the value of customers' digital assets.

No firm opening date is announced. Decisive next information will be the regulator's response and, if approved, actual authorized activities and implementation dates. For now, the verifiable development is a subsidiary's federal application within a group already operating across several crypto businesses. It could change US service organization but must remain a conditional project without anticipating the OCC decision or promising protection identical to every traditional banking product.
